Mission Statement Mission of the Union Police Department School Resource Officer Program is to promote and assist the Union School District in providing a safe learning environment. This will also improve relation-ships between law enforcement and the youth of today. The program attempts to promote a better understanding of the law enforcement officer's role in society while educating students, parents, school personnel and the community as a whole. The community can be educated on important issues such as gangs, violent crimes, drugs and other related topics. The program also provides a positive role model in the educational system.

Officer Rod Tappe Life long resident and alumni of Union School District. Commissioned with the Union Police department since 1986. Worked as patrolman, until December 2004. Patrol Sergeant December 2004 until assigned SRO position at Union Middle School August 2008. Officer Tappe is responsible for the breath testing equipment for the department, and has specialized in DWI and drug enforcement. He is one of the 5 Drug Recognition Experts for the police department. Specially trained to recognize impairment of individuals who are under the influence of substances other than alcohol. Officer Tappe is also one of the DARE instructors for the police department, teaching DARE to 5th grade classes at Clark Vitt and I.C. Schools. Officer Tappe is also the regional director for the Misssouri School Resource Officers Association.

Officer Kevin Anderson Officer Anderson was commissioned with the Union Police Department in 1987. He has worked as a patrolman, Sergeant, D.A.R.E Officer, and is a member of the Accident Reconstruction Team.
In 2002 Officer Anderson resigned his position as Sergeant and became the Union School Districts first School Resource Officer.
Officer Anderson first began working with the Union School District in 1992 when he became the departments third D.A.R.E. officer.
Officer Anderson is assigned to the Union High School.

A message from Chief Norman Brune
Our children are our greatest resources. It is incumbent upon society to protect and nurture those resources. To that end, the Union Police Department has teamed up with the Union School District to develop the School Resource Officer Program. Our School Resource Officers are, first and foremost, police officers, who are assigned directly to the Union School District. They work with our schools to help provide a safe learning environment by examining and making recommendations regarding safety and security protocols, enforcing laws and rules, providing security where appropriate, and by assisting with educational programs where law enforcement officers have special knowledge and insight, such as drug abuse and crime issues. We strive to have a positive impact upon those who, in turn, will shape future generations.

Franklin County School Resource Officers Association In August 2008 Franklin County started an SRO Association. Officer Anderson and Officer Tappe are the co-chairmen of the organization. This organization is made up of the SRO’s in Franklin County. Members include officers from the Union, Washington, St. Clair, Sullivan, and Pacific police departments, which have officers assigned to their respective school districts. Franklin County has their 2 DARE officers attend also, since they spend a great deal of their time in our rural schools. There are monthly meeting held, where the officers discuss several trends and problems occurring in their schools. They also work together on promoting certain events such as the Franklin County Drug Task Force “Take-Back-Nights”. There are several members of other organization that also attend our meetings regularly. These organization include; Franklin County Juvenile Division, Division of Youth Services, Franklin County Prosecuting Attorney’s office, Foundations for Franklin County, NCADA, MADD, Preferred Family Health, and the Crider Center. These organization provide officers with needed resources that are available to help students and their families in need. |
